I was thinking of using the "better price available" for both phones and mentioning how I can trade-in my current phone for a better price elsewhere.

If a better price Is found (as you've mentioned), logically, you'd return both at the same time.

Given their combined value, there's a good chance they'll check the return, so I suggest sticking to just the one phone.

If so, I'm just worried they'll ask me to fill out a PR for the first one which will make it difficult for me to try to SE the second phone later on.

You're using the sealed box method, hence It doesn't warrant a PR.

Thanks for the reply. Just to clear up the misunderstanding, I'm planning to DNA it first but if it doesn't work out (because OTP) then I will use the sealed box method with the excuse of finding a better price elsewhere. That is why I'm worried about filling out two separate PR if I DNA them separately.
