Update @mothered, received an email asking for a signed statutory declaration signed by myself and a qualified witness or "Justice of the Peace" and a police report. I am a bit confused with who needs to sign this.

They are saying its for me not receiving the delivery when I did in fact, but just an "empty delivery".

Quote from declaration.
"A Justice of the Peace is an acceptable witness for a Statutory Declaration in any state or territory in Australia where he/she is registered to act as one. A wide variety of other people - apart from the Justice of the Peace - are qualified to witness a statutory declaration and include legal practitioners, dentists, medical practitioners, pharmacists and notaries public."

Who should I get to sign this? I am not close friends or family with any of these, apart from my sister but she is quite a new registered nurse.

Any help appreciated
