So accessing another account from a public library should be pretty safe option right?  That would be  using the actual library computers and network.

Yes, that would be a fail-safe option.

Also what do you think of using a item that was a warranty replacement, but shipped through amazon for wrong item method. There are instances if you contact a company for warranty they will send you a new item but its handled and shipped by amazon.
I'm assuming this is the same as buying the item through amazon, they are just having them handling all the distribution.
