The method Isn't the Issue.

Due to being an SEd device, you're not supposed to have It In your possession, hence they've Identified that and banned your account.

(They unbanned the account, I just didn't get the refund, other than the accessories.)
Actually that IS the issue, technically yes, the SE works, but if you want to use the device at all then it doesn't. It's almost like stealing an art piece, everyone now knows exactly what art piece has been stolen and it's logged so it's impossible to sell/ use.. What's the fix?
