I read your posts on your blog ab partial empty box and now, combined with the picture you've linked, I'm confused. For PEB do I claim that the amazon box is intact but the entire airpods box is missing, or do I claim that the amazon box and airpods box are intact but the actual airpods themselves are missing?

Don't elaborate with specifics. Too much Information (where It's not Initially needed), may work against you.

Simply say you opened the box, and the AirPods were not enclosed.
