It's the shipping label that's manipulated and fictitious, and not the tracking ID. In short, It (supposed to) work by showing the tracking as delivered, but there's no record of the consignment.
its work? or its a lost of time?
One way that It may work Is with a PayPal claim, on the grounds that they only require tracking confirmation showing It's "being" delivered (but still In transit) and PayPal Issues a refund before the company receives anything. But that's PayPal's mismanagement, and not the effectiveness of the method Itself.
Another way Is If the shipping label has an Incorrect address, and the driver delivers It purely based on the details of the label. Given consignments are scanned (local deliveries) at the collection point, the carrier's depot and at Its destination, unless the driver Is brain-dead, the method will fail.
There's another approach, whereby you'd send an envelope as though It's an advertisement - hoping that the Inwards goods/receiving department Is half-asleep on the job and throws It In the trash. You can clearly see the method's flaws.
