Yes I have tried that too. I am unsure why it's happening. Very frustrating if I'm being honest.

If you've tried PayPal, what does their customer service have to say about the Issue?

Also, have you contacted Nike?

I am yet to contact them personally, but someone I know had this problem, who was not planning on refunding it mind you, but they just take your details over the phone and place the order for you.

I understand what you're saying, but It's best to contact them by phone and "remain on the line" until the Issue Is rectified. After all, It Is their gateway that's preventing your payment from being processed.

After googling the initial error code I stumbled upon someone who had asked Nike via twitter what the error code means and he was given this reply. Some kind of problem with the address and payment methods it seems.
