China, Russia, United States, Israel.

In my view and going by personal experience, I'd definitely agree with the first two and the last.

They have a big foundation and serious programmers, who are well and truly competent In achieving results.

These are the countries we are most often hearing about in the news in relation to hacking as well. Few surprises there.

My top five would no doubt be, China, Russia, North Korea, United States, and Israel. They've all proven their skills in the cyber world. Legally, and illegally.

I'd probably put Israel at the top if you consider the amount of people who live there compared to the other larger countries. You should have a look at their Cyber 2.0 system. They ask ask hackers to connect to the their network and retrieve a copy of a file from the file server, they even show you the entire network map, but in the past four years nobody has been successful

I think the Russians are very strong. Lot of illegal software market are Russian. Many banking botnet development can be linked to the Russians. Of course, big countries are strong, e.g China, Russia, United States, Israel.

I'd probably put Israel at the top

They hit attacks on a very large scale.

Probably on par with Russia.
