Is there a fine print to the contrary of this?

What do you mean?

Meaning, a print that's obscure/concealed and purposely written In small text that states the opposite (or some variant) of what you've mentioned.

Almost every contract has something to this effect.

It wasn't written in smaller text but it was deeper in the text where it didn't belong and presented in a misleading way IMO. It was under the footing of repair service obligations where it said I was entitled to house calls if one of several things were happening and one of them was experiencing a speed of less than 20% than the plan offered. It emphasized this minimum speed was "guaranteed". It repeated this 20% number again somewhere but I don't have the original text. I wish I saved it.

My point is, when they guarantee a minimum speed, they don't mention they'll provide ONLY the minimum speed at all times. This is not self-evident for any native English speaker. They aren't outright lying but it's deceiving and plenty of lawsuits were won when people did shit like this, but many times were lost as well so it's hard to say.

This Is where they've covered themselves from possible litigation.

They're still providing you with the service that they've guaranteed.

I use charter and when ever im not getting my speed i disconnect the coax and short the pin to the ground make the noc bench think there's a short in the line and move me to a different port and my speed returns to what im paying for or close.
