Are you referring to PayPal Itself, or companies you're planning to SE?

So the only Information that's the same as the previous account, Is your family & given names and residential address?

My question, however, is this: Using my same name and surname PayPal will understand and block me?

This Is what the Issue Is- same family & given name.

I'd say they'll Identify It as being related to your previous account, and block It. The address Is of no significance, there may be several people In the same household all with (obviously) different accounts.

You're welcome.

Basically, you'd want to avoid any Identifiable Information when creating a secondary/another account.
