Samsung can do that, there are workarounds to bypass this, but samsung can block samsung phones. Watches are more obescure, so I don't think they'll lock that.
I'm kidding, don't take me serious.

I WIR'd my S23 Ultra and am yet to have any issues, this was with Amazon when the phone launched.

WIR and sealed box are my preferred methods, I hit Amazon quite frequently - but I generally do make a lot of orders. I've had no issues whatsoever.

Not sure about watches, I can confirm that Samsung is able to blacklist phones though, like said above, however even if SE'd/refunded they don't always do that.
To be more on the safe side, I always recommend SE'ing from retailers instead of manufacturers directly. Ofcourse it depends on the product, but most of the time they can't lock a product themselves and they have to reach out to the manufacturer, which they almost never do.
