around 300 grams so not really good for EB although we all know that weight doesn't matter in some instances but you shouldn't rely on this. DNA is probably your best bet. Is it from a company via ebay or a person selling their own stuff on ebay?

If your eBay account is in good standing, you can really use that to your advantage when claiming DNA.

Friends of mine have. They have done considerably more expensive things than a bape t shirt. It can be a long and tedious process and ebay may have to get involved if you can't come to an agreement with the seller. Be persistent if ebay get involved and make sure to mention your account age and standing and you should be good.

I couldn't say what the limit is because I don't know/don't know if such limit exists. Obviously the more expensive the item, the harder the SE. They've done £300-£400+ and succeeded. UK based.
