For this order,  AMZ support is saying that if I were to do a PR, they would start the refund process.

What was their exact wording?

It was over the phone. There's a strict no-refund policy no matter the escalation for OTP items. This is mostly a new discovery for me, but it leaves me wondering how people have finessed 2k or 3K DNA's

You've fully complied with their request so If they cannot validate the PR, It's their problem, not yours. Tell them to do the job they're paid to do, and process your claim asap.

At this time, we're unable to validate your report with the police department. Please contact us after July 26,2023 and we’ll review our options. Once August 2,2023 passes, we're no longer able to assist.

So, they cannot assist due to their Incapacity to simply validate a report?
