How often should I SE. I know to do things in moderation else your pushing your luck and can risk the rules of getting flagged or failing your SE since last one was too recent. Whats your guide as to how often you should. Once a month 3 times a month? How long should you wait after your most recent successful SE.

5-6 weeks.

Obviously the longer, the better.

Different retailers, different bank accounts, different methods and dont get greedy. I wouldn't hit any more than 3 or 4 large refunds per month

For smaller SE's for something like a powerbank you could always create a fresh account on Ama, pay with GC and use a locker / pickup location. Not really a limit on how many times you can do this.
