Been back and forth with meta over my 2nd meta quest and after 3 weeks and no information they finally said they would not be giving me a refund and my best bet is to call the authorities. the message was as follows:

Our team has been doing an in-depth investigation on this matter and we’ve been unable to find any potential concerns linking back to the courier.
During our investigations, we’ve also discovered a lot of deliveries being reported as “missing’ or “empty” from prior orders that either you have placed or others had placed from your location.
While we won’t be able to issue a refund or replacement for this claim, we do recommend that you speak to your local authorities, as this is a serious issue. Please contact them as soon as possible to open a case.

Do you think i would be able to risk just requesting a normal return and refund through one of their chat systems or will they quickly spot the ticket and shut me down?

Did you use same credit card/paying details? It looks like they have linked you as it clearly says about a lot of reports from your area.

Also did you use the same IP/Cookies?

Nope all details were completely different, even the devices used to order. I guess the only thing could be the payment method i used has the same email as the paypal i used in the first order linked to it but i didnt think that would matter at all as i have seen people get away with way worse. i used a vpn when ordering both so they would have had to got same ip info from the follow up emails i did which again i didnt think would be a problem.

Just chargeback through your payment method, they literally do not respond to them.
