If you don't mind me asking, why did they restrict your account, specifically?

I'm guessing because I'm a chargeback maniac. They restrict all my accounts instantly then send me an email saying I'm permanently banned forever.
Even if I use a VPN and make sure my browser fingerprint is different and use my phone and cellular data and not my Wifi. They must be using something else to ID me. DNS maybe Idk.
Carders(if there are any left) probably know what they are ID'ing me with but I gave that up a decade ago.

That makes perfect sense.

If you want to provide a list of everything you've changed, I can go through It and see what needs to be added/rectified.

It's not Important, just something to help you with your accounts.

Ok
I switched devices and used my iPhone.
I used cellular data instead of home wifi
I used a VPN
I turned off my Geolocation
I changed my user agent and cleared all cookies and cache
I made sure WebRTS wasn't leaking my IP
I used a fake name and new phone number/email when making the Paypal account

And still Paypal limits me immediately and want me to do 3 things to verify its me.

Do the credentials on your credit card/bank account match the above details?

So you deposit funds from your bank Into your PayPal account and pay directly from there?

No I dont even get that far. Every time I open an account I skip adding a payment and right away there are always without fail 3 notifications telling me my account is limited and they want a scan of my ID.

Understood.

The VPN could be the Issue, namely If you're using shared IPs - thousands of other users will be utilizing the same IP address, hence It triggers the Inconsistency and Is Identified as not belonging to you.

Your probably right. I should use a residential proxy but I'm not sure where to find good and cheap ones.
Not sure it's even possible because good ones are expensive and cheap ones are shit.

Given you're willing to pay, NordVPN has dedicated/static IPs.
