Quick question, I know that paypal will stand with the seller if they will just send the proof of delivery but when the phone got delivered the driver took a picture but I didn't sign cause I was really not at home, could I still DNA it with paypal in this case considering it was a delivery with sign only? And also will paypal require a PR for it?

It's difficult to give a definitive answer, but you've certainly got a very good case of not personally receiving the package due to the driver's neglect to comply with the delivery Instructions.
I suggest using that In your defence.

PayPal simply collects Information from the company, and assesses It thereafter.

Oh ok, cool! This could be a way to go for me than. The only thing is that being not a very big shop or chain they might have saved the imei number and kinda block it after or something like that, is that probable?

There's always the possibility of an IMEI blacklist, regardless of the size of the company.
