You've used PayPal's INR.

It's fine to go ahead and file the PR, however given you've claimed the Item was missing upon opening the box, the officer may refuse the report. It's not a theft-related Incident.

If they won't do a report, get the case number, report number, incident number, or call number (they all mean the same). There is a number associated with every incident the Police do. Get that number and the Police Officers name or card, usually they give you a card with their name and incident number is then written on it.

Send that to PayPal like this:

"I filed a report as requested and Officer (fill in name and badge number) gave me report (incident number)"

They are counting on you to not file a PR, or you relying on the PR and if you don't get one, you will think you are screwed. It most likely isn't a Police matter, that's not your fault. Falls on PayPal, the sender, the shipper, etc.

If they then ask for an actual report, that's on them to get, and you don't have time to wait for an investigation,

Keep your facts to the Police, simple and to the point, and keep those facts, don't change your story or get off track,

Keep us posted! Ask anything you wish. PM me if you want.

If the police refuse to provide a report In Its entirety, there's no Incident recorded (walk In, walk out with nothing), so how will the said details be obtained?

@mothered @LawDogUSA
Today I received a message saying case denied. Here is the message paypal sent.
We received the case(s) you filed on January , 2022.

We have reviewed this transaction(s) and are denying your case(s). This decision was made because we received shipment tracking from the merchant confirming that the merchandise was delivered.

This is quite strange because I specifically said the package came empty. I think my next steps are to email paypals executive team to see if I can appeal this. Any advice? Please and thanks.

UPDATE: called paypal and had them reopen the case. They wanted pictures of the empty box but I think I threw it out. this is a GPU so I only have the graphics card box. I went ahead and uploaded pictures of that. I also sent a email to executiveoffice@PayPal.com since I heard people have some success with that.

Evidently they've misinterpreted your claim.

An Item claimed as missing upon receipt of the package, has no relevance to the tracking details - you've obviously received It to say the product was not enclosed.

Good work with sending correspondence to the said email address. They do look Into matters In depth.

We shall await further developments.

Got an update for u.
PayPal changed case type from item not described to not received. This is good because item not described is probably why I originally lost the case. Paypal also said they reached out to the seller. Now the problem i face is convincing PayPal that a 7 pound package came empty.

Best of luck to you.
As said by all previous members of this board, you need to constantly call (sometimes harass) PayPal and ask for updates.

Should some advertising be allowed, I deal with PayPal refunds so you don't have to stress yourself with these kind of situations.
Keep us updated.
