I was going to attempt an apple SE and couldn't obtain a receipt from eBay. i was told to use a local receipt. does that mean a physical receipt from a local electronics store? surely that wouldnt be valid as they need to know if the phone bought was used before/it needs to be from an authorised retailer.

Stating the obvious, ask them to clarify their request.
