This is a new system, I've just started to encounter it myself. Even with legitimately acquired VCCs. The best route is to fake the utility bill. In my experience it doesn't even need to be a legitimate document. They won't look too deep into it.
If you're using a visa prepaid, then you can also provide a receipt from a reseller. Best of luck with it!
I believe most anything as long as it's not real.

Amazon gets more complicated, the fake bill that I have sent them does not serve them, it seems that they detect the VCC, the bill that I send them is a telephone bill but with a fake name and fake billing addres and I think that they crosscheck it..

This is complex issue. The only guy I know that has multiple stealth accounts and use them with success (mostly to order digital items) is a guy who:
- Created all of them himself. Many aged accounts got locked when used by new person. Although these were just 2015 accs with 1 purchase, maybe something wrong with them. other guy bought account with 20 purchases and it works fine after owner changed.
- Has been using separate VPS for each account with different IP.
- Added US verified phone number from same city as billing address (IP also obviously).
- Is taking breaks for 24-48h each account.
- Added real US credit card for each account. Many VCC services are blacklisted I think.
Any idea what to add?

There is no way to pass the verification, I have sent bills with real name and real address but they do not accept it in any way, I do not understand why. This has started to happen now and they put on hold all the accounts that I create, I do not know if it is because of the proxies or what, but whenever I create a new account, I buy a random item and some airpods, they charge my bank acc and send me the cheap item but never airpods because they put my account on hold, after 5-6 days they return the money. Even if the CC is different, can they associate it with the fact that I am the same person? I have a very common name and surname in my country and I have changed my billing address, so I don't see why ...
