Stating the obvious and provided the limitation allows It, can you send the funds to a friend's PayPal account and have him/her withdraw the amount for you?

My account is limited so I can not just send money from one PayPal to another. I can only do bank trasnfer....

Some people here said that I should try paying with the limited account to non limited account... What did they mean by that? In the email they said that I can only WITHDRAW the money... Can I pay with limited PayPal or what?

I have some real Canadian drivers licences. Maybe I can create some eWallet with that? :/ Or maybe do you know aboout any prepaid card that can be linked to paypal? (prepaid cards don't require verification...)

I believe you can request a check or send it to a bank account. I am unsure if either of those are not options because of your locality.

That's right. I have been told this by PayPal... And yea, the locality is the problem. I can't create US bank while I am not from the US. And also I can not receive a cheque if I am not from the US.
But some VCC or Prepaid card would work, I am sure! I just don't know about any good provider. Movo worked in the future but now they have HQ verification process. But I am sure that there are many more "eWallets" like that...

I am able to get real information about people including SSN, just not the photos of the documents. - Maybe you know any eWallet or card provider which doesn't require immediate verification?

I know not many can trust such a post from new member, but I can withdraw it..You need proof, just ask I will provide over 5 paypals i have withdrawn in the last 2 months..
