It's an automated bot, once you've added the bot just type -
!level <level that you want>
!level 70, #EasyCheap Level UP [BOT]: To reach level 70 you will need 70 sets. That would cost 3.88 keys.
You send him 3 keys (no matter 3.88 or 3.90 or 3.50 3 its 3.)
Then you type : !buy 3 and he sending you automatically trade offer with your 3 keys with the require sets.
I will recommend you to install auto steam card crafter - https://github.com/10101000/Steam-AutoCraft
Install it and go to steamcommunity.com -> login to your account -> your profile -> badges -> you will see a button "craft all badges" and you are good to go.

I used this once I think to get to Lvl 5 the process took longer than expected because I needed to wait for my keys to become tradeable.
