Hi, I want to do a £700 refund on my main amazon account with plenty of legit orders. Im just wondering can I refund around £400-£500 on a fresh acount with no orders what so ever??

Depending on the rep, exactly what price you're trying to do, where you're at, etc.
Not difficult in the slightest. You didn't ask how tricky it would be, you only asked if you'd be able to do it on a fresh account.
Although if you're dumbs with your approach to it you'll possibly get everything blacklisted from Amazon.

Charging for services like this is ridiculous.
I did it to see who would pay for it as a social experiment and it blew up in my face when people got scammed for it.
