I was pretty shocked to hear this, but the replacement program sounds like a better idea, provided the cost of the Direct fee is reasonable for indie studios to pay.

Well it was a good initiative, if they're building something else I'll expect it to be better.
Also, just saw in the comments that people who used Steam's Greenlight and their game didn't get lit, that they'll get a refund.

I have Greenlight and a few of the guide lines that they had to get your game posted was a little much if you're just a beginning stage game dev.
