The twitter is from 2011 and hasn't made a single post. Is it really that simple to snag it?

Sorry to bump this but I need more help.
How do I contact twitter? I found this page https://support.twitter.com/forms but I'm not sure what option to pick. I'm just trying to be careful and get everything right first time so I don't mess up my chances.
