Sounds confusing. So that is completely needed? You can't do it without it?

You can use iPASTORE or appdb.cc

You unlock the full potential of the iPhone. 3rd party modifications and much more. To the average user it's useless. To others it's important.

It's good. Free apps, handy tweaks. I saw a tweak which actually makes loading apps faster. I doubt I'll jailbreak though.
