i know S.E.T. has a site cloner, You can also just use wget.
What are you going to do spear phishing?

I have used this tool before : https://www.httrack.com/ and I can vouch that it works. As CyberOperator mentioned above, you can indeed also use SET (which is built-in kali-linux if you have that installed)
