I teach how to create web apps with Php+JQuery+MySQL+HTML+CSS in one week for $150. If you cannot afford that, I suggest starting with JQuery + JQuery UI, since it is so user-oriented. Try the tutorials. Also, for Php integrated with JQuery you will need to read about Ajax calls and JSON formatting, very important!

For me, I like to start off with some basic tutorials from guys like https://www.thenewboston.com/ and then once I have a solid foundation, find a project or a goal that I want to complete, like a calculator, or a search engine. I then try my best to code said project, and when I get stuck, I look up tutorials or help specifically for my problem. I find that at least for me, this is the most rewarding and effective way to learn programming, but you have to have a good idea in mind, and you have to actually want to create it.

If you have no problem solving abilities whatsoever and really bad at maths, I suggest first tackling HTML/CSS else start with Python. You can learn both of these languages from Codecademy. Afterwards, learn Object-Oriented Programming which will be your main languages. Java is a good start for OO programming. My recommendation on a textbook for beginning Java is "Java: A Beginner's Guide by Herbert Schildt". Then after learning those, every other language will be easy to learn as they are similar.

All really depends on what you want to learn, how you personally learn, and what speed you want to learn it at. There are some wonderful Python ebooks you can find floating around the internet that will teach you a lot. But after that, it all depends if you want to read another book to reinforce what you have learned, or if you want to just go on and do stuff to learn more like did/am doing still.

I would recommend www.codeacademy.com for the basics of HTML and CSS. I know a bit of MySQL only because I used the database back when I ran a World of Warcraft private server. When in doubt I'm sure you could search YouTube for basic/advanced tutorials on coding.
