Your main Issue(s) Is the "DMCA Ignored" & "loose Copyright laws".
I've yet to find a host that "completely" Ignores DMCA takedown notices. That said, I'll look around for you and see what I can come up with.

No. Ecatel got raided a few years ago and now they will terminate you if they get any reports.

It's true that no legitimate host provider will ultimately ignore legal requests, but some will delay action for a long time. You can setup your site with a true bulletproof hosting provider, but consider that they will most likely host any content, including "CP". Do you really want to support such company with your $$$?

They could tell me what they needed it for and I could find a host. I have contact with quite a few DCs located in Netherlands and Ukraine.
