CSS text-shadow

all it really requires is putting something like

<span style="color: #FF9A00; text-shadow: 0px 0px 5px rgb(255, 173, 0);">Username</span>

where you set the styling for the username.

obviously changing the colours as you see fit.

And this is not graphics related. Its web development.

hmm i knowed this bro.. but this it stay glow.. i wanna make them glow while i move mouse into the username understand? anyway thank you for your help..

Depending on your code use <span class="glow"> or class="glow" in the HTML code for the username.
Open your css file and add the following code:

.glow:hover {
     color: #FFFFFF; /* This changes the text color to white,visit this website http://www.colorpicker.com/ to get more colors */
     text-shadow: 5px 5px 5px #000000; /* this changes the shadow color to black, visit: http://www.css3maker.com/text-shadow.html */
}

You can change the colors to get the result you want, this is just an example.

You should have been more specific then as we have both styles here. You asked how to make text glow, not how to make text glow while hovered above.
