Thats a 3G usb dongle? if the 3g account is in a strangers/false name and you recharge using cash at a store with no video cameras, then about the only thing they could do is potentially triangulate your location. unless you do all of the above there will be ways to trace you, such as credit cards, account info, video surveillance, etc. but someone would really want to get you if they are getting surveillance from a store to ID lol.

I suppose you could use a pre-paid debit card bought with cash under the same conditions as @Geoff has stated also, but like he already said if the account is in your name or paid for by your credit/debit card then tracing you would be a very simple task
