Okey, VPN (Virtual Private Network) is a network technology that creates a secure network connection over a public network such as the Internet or a private network owned by a service provide. So I suggest you to download Cyberghost VPN (for Windows) it's free VPN, if you wanna paid one I will suggest you nVPN (for Windows&Linux) it's very good. It is possible to route all traffic through the TOR network, if you install it as a daemon and not go through vidalia. Just set your proxy settings to localhost:port(can't remember what it uses off the top of my head). VPN's are preferable if you can find a decent off shore one that doesn't keep logs, and utilities you won't find any of those for free. The downside to TOR is the speed even basic browsing is slowed to a crawl. The most secure way would be to combine the two but get used to timeouts as each bounce will slow down your connection, and remember there is no guaranteed way to be 100% anonymous. It is safe for browsing yes. If you want to mail people privately then I think the most secure thing you can do is use a big and hard to crack username/pass tor email and use PGP encryption in your messages.
