I doubt it. Pretty sure the server has to be downloaded some type of way. Because it has to be ran on the local machine or uploaded if you gain access some other way.

Make a silent java drive by(JDB) and spoof the dns of that network and redirect all of the machines to your JDB
You can do the same using connectify and the program: Cain & Abel

Do a scan of the Victim with Nmap , look for some open ports. Go with metasploit , exploit the system. Gain root priviledges and excecute your RAT.
