Yes, because Cheat Engine works for all games and 95% of games block Cheat Engine and/or have some kind of HackShield (like HackShield).

The thing is, there are client sided games and server sided games. Online games are most likely server sided, so you can't change any values there (well you can, but that won't affect the server) Any offline game can be hacked by cheat engine. For some of them, it will be simple as fck, for others, not so simple (It may even be hard ) If we talk about facebook games, they are probably server sided (at least, most of them) Though, I managed to hack farmville and some fish game xD And it was simple as fuck, I guess, they weren't fully server sided (something between)Anyways, I don't play much games anymore, but I have Cheat engine installed and always ready to use
I remember when I played starcraft (online) you could hack things, funny shit

But yeah
Browser based games - 100% server sided (like travian)
Simple flash games - 99% client sided
Simple flash multiplayer games - Most likely client sided
Downloadable multiplayer games - 100% serversided (but you may find a value that is client sided, but that could be only one value)
For example, I used to play MU Online, you can't hack anything, except the agility value, which will only take effect on client, and you will gain attack speed (nothing more)
