You don't really need money for a host when you start out. You're not going to generate enough traffic for it to be necessary. Host yourself, make sure it is locked down tight, then when your traffic gets big enough to make it desirable to move to a hosting plan you should have generated enough ad money if you do it right. As far as a domain goes... There are plenty of free dynamic dns services that will give you a free subdomain. Not the best solution for what you are asking, but a solution nonetheless...
