I have written a page about Link Exchange for SEO and the pros and cons of doing so.
Essentially link exchanges are a good thing. They are most often the best thing for your SEO rankings. Backlinks are good yes, but good backlinks are great. Backlinks work best when you are being linked from a related site.
Your rankings in a search are based primarily on your content, but the backlinks that increase your page ranks give the most link juice to links that would also come up on similar search terms.
