It's called jailbreaking. There are tons of websites devoted to doing this, try a google search!

Sometimes I see people after they "pwn" someone say that they rooted said persons iphone

Yes, many jailbreak packages install OpenSSHd along with Cydia during the jailbreak process. The simplest way to root someone's iPhone is to just ssh to it with the default password "alpine".

So basically, the only way to root someone's iPhone (average hacker not super exploit dev) is to ssh into an already jailbroken phone as starfall said. There aren't many open source jailbreaks (at least for current versions), so running it on an iPhone the same way you would memdropper or whatever would not be possible.
