eBay is mostly used with PayPal and if you chose to use DNA for your SE, they will drop in the tracking ID.
This will result into, they will close the ticket in favor for the seller
I dont know about PEB

I doubt you could PEB/EB as the item goes through very thorough checks before it's sent to you. They pick out very small inconsistencies and return them to the seller for miniscule reasons. They definitely wouldn't ship you an empty box or partially empty box. It will be a pain to do with a long investigation with eBay and PayPal. I wouldn't do it, I'd look for other websites selling the item.

IS method is the best for ebay but you'll be hitting actual people if you care about the morality of that and your opsec will have to be good as they will most likely try to go after you.

Item Swap, have no anecdotes on usage with companies so I can't say much on that.
