Camden, Hackney and Newham.
Despite Camden's tourist popularity, it has an extremely high crime rate - possibly the highest in London.

For averages, looks like Westminster has the most crime stat-wise. Outside of London, Blackpool also seems to be the worst.

I would say Tower hamlets and Croydon. But even Croydon has nicer parts so it depends...
