Depends
By "fresh", I suggest waiting a couple days, let the account marinate but it depends on the price brother as well as the size. Usually I would suggest buying a few items for £5 each to build the account. Do this spread over a week and you should be good. If I know the size, weight and price I can have more of an understanding.

The success of a DNA claim on Amazon depends on a lot of factors, was it signed for? Was it left on the porch? Was it delivered to neighbours? Even just getting the right support agent is a huge factor. Nobody here can give you account requirements, in my years of experience with Amazon, I have seen approved DNA claims on new accounts for purchases worth hundreds of euros, and failed claims on aged accounts for purchases in the 50-100 mark.
I'd suggest you to try and see what happens honestly. Making a purchase before the DNA isn't a bad thing but it sure as hell doesn't guarantee success. Worst case scenario they open an investigation, talk your way out of it and return the item to get your money back. Someone in your household hastily accepted the package and forgot to inform you, now you want to return it, get the refund and try again on a new account (and potentially new address).

thanks for the tips! investigation isnt a problem because my postman never asks signature he just hands no photo or anything And my country post office that delivers Amazon hasn't got any contact, they have no email lol only some number that no one answers for years ... this is a shithole
but the thing is they could deny refund without investigating maybe that's what I'm afraid of
