depends on the shipping Company
i had success with DPD in the Past in Germany. they had pictures from behind the House and claimed id was delivered, i could succesfully tell them (amazon) that i live in a crowded area and that i've never seen anything from the Package.

in order for a chargeback to be finalized in your favor the bank might ask for a police report that this incident was indeed reported
