Seems like a poor guide for free internet access, that first link is just to get access to certain websites with your mobile carrier for free, it's very limited but works.
Second way is a thing some people do by using those apps to connect to a vps via ssh or something and access internet through it, this annoying to setup and most people that distribute them configs so you don't have to lay a finger in the settings limit your access to like a day or something, or just plain kick you out , it also depends on which carrier you got
