Unless they do a super stripped down port, it's highly unlikely. It might be possible via cloud gaming/Steam Link. That would be reliant on hardware other than your phone's.
The entire GTA series (prior to GTA IV) is available on mobile. In a good number of years, phones could be at the point GTA IV/V will be possible. GTA: Chinatown Wars is a good one to play on a phone.
