When you EB a company say Meta for example with a vr headset Is it one and done is there a time period you would have to wait? Orders required in-between? To avoid suspicion or will they just keep refunding you? I've seen someone EB meta and rinse it again a week later still get refunded but surely they would catch on right?

If you use a different account (or checkout as a guest with a new email + new CC + new address) then it's not "hitting them again" is it? You're a new customer to them, as long as they can't link your purchases

As stated above, simply use another account with every Identifiable detail changed.

But what about the address? I am living in a single family home, BUT there‘s different Names on the Bell.
Still - it‘s basically a house for one family and just one door and one bell.
I can only change everything except my Name and the address I think. Otherwise I wouldn‘t receive the package anyways. Or did I miss something?

Change the name to one of your relatives, or mix up first names and surnames, but address wise there's not much you can do unless you ask friends or get a drop
Still, the company can't know if you live in a single house or a giant condo, so it's safe to say you can hit them easily at least twice, one with you name + surname, one with your mother's name and last name (as it should be different from yours)
