Zalando: We have reviewed your request and proceeded with all necessary checks. Unfortunately, we have investigated with our warehouse and they have verified that all items in his order have been scanned, packaged correctly and shipped in the package he received.
For this reason, we cannot offer you a refund this time.

I used the method of the missing article which has always worked on zalando, but in recent months it has become increasingly difficult to hit them. On the phone I was told that they are now also using cameras to see if everything has been included in the package.
Is there a way to respond to these or should I give up and refund?

Well if they indeed implemented cameras in their warehouses then it's the beggining of the end I fear, at least for EB/PEB.
Anyway I believe you should be more insisting. SE'ing is pretty much like acting, remember that you are the victim here so act like one.
Make them feel as u think they try to steal from you for real and if not them then perhaps the delivery people.
Let them know that if they fail to provide proof of their statement then u will go to the police with this matter as you have no idea who to blame and have no time to play such cat&mouse games.
If they don't want to provide you with their cctv footage showing they don't lie to you, then tell them they will show it to the police instead.

useless, because they always tell you to wait until they don't answer you anymore. first I remember that you made the refund over the phone in 1-2 hours. now they no longer do the refund over the phone
