Is this prime opportunity to get a refund easily or does it count as "normal" refund which leads to your account being flagged if done too many times in short amount of time?

A high frequency of refunds in a short amount of time will get you flagged regardless if they are legit or not.
That being said late prime deliveries are good opportunity to SE for refund.

Depends on how you use your account and what your future ideas are.
If you plan to SE something valuable in the future and you don't make much legit purchases, I wouldn't SE that order.

One time I made an order with a blocked cc. Payement didn't go through but amazon refunded me cause my order go canceled
