Genuinely curious about this one. Has anyone ever SE'd let's say laptop, phone, or tablet and had the item traced back to them; essentially forcing to give it up and pay it back?

Maybe a dumb question, I’m guessing this has to do with refund service but what’s Se ?

Phones and other devices that connect to a cellular network, are susceptible to IMEI number blacklisting.

Some tech-based Items can be tracked/traced purely by their serial number.

I'm guessing buying a phone abroad then using it back in your home country would be safe enough though, right?

Correct.

Generally speaking, when an IMEI Is blacklisted and you try to activate the phone via a given carrier, It will be locked (blacklisted) out of their network, thus you cannot use their service. The blacklist updates across all carriers, so If you attempt to connect to another one, the device will be rejected, and the same will happen with every other phone carrier In the country where the blacklist took place.

When relocating to another country, the blacklist will not be Identified by a given carrier service.
