I’ve ordered an oculus quest from amazon which requires a OTP to receive the delivery what’s the best method to receive a refund on this ?

The Oculus Quest Is packaged with a clear plastic film and the box Is fully covered In cardboard on every side, hence It's compatible with the sealed box method.

The company will assume It hasn't been opened, then place It back Into stock and Issue a refund. In a nutshell, that's how the sealed box method works.
