I am trying to be safe but is it enough?
I use a vcc whenever I can and don't hit one site too many times in a short period of time although using the same address.
Is there anything else I need besides vcc and vpn and obviously a drop address.

I also got super stressed because my brother made me use my own card to buy and refund him a computer and other things, but it felt like a waste because it didn't benefit me and I feel like it took away opportunities for me to do my own se's.

I have a list of websites I want to hit but its only 3 and all orders are under or around $750
Im also going through my first carrier investigation so I can't pull off dna for a couple weeks, unless that doesn't matter but ima little paranoid.

Although the following details Is not an exhaustive list, It'll certainly suffice the majority of your needs.

Change of full name (family & given name)
Change of date of birth (where applicable)
Change of full residential address (If need be, use a drop)
Change of email address (no need to explain this)
Change of phone number (new SIM on a fake account or a Burner service)
Navigate via a VPN (NordVPN, IPVanish, ExpressVPN will suffice)
Use a different device (one that was NEVER used with previous accounts)
Change your MAC address (this free tool does an excellent job).
Use a VCC- Virtual Credit Card (there's heaps of providers online)
Use a GC- Gift Card (an alternative to a virtual credit card)
Use a different password (nothing similar to the old account)
Where possible, use an aged/mature account
Do not use the same method too many times In succession
Do not always target the same company
Alternate between low & high value Items
Make a few legit purchases In between SEs
Keep chargebacks & disputes/claims to a minimum
Take a break from SEing every so often
Do not openly discuss every detail of your SEing events
Don't trust anyone, Irrespective of their reputation being In good standing

Obviously everything will not apply to your SEing environment, so filter those that do.

Investigations from ups aunt shared with usps and vice versa or are they, the investigation I have going on with one of my orders is from ups.

The company will liaise with the carrier who serviced your delivery. If that carrier requires additional Information, they may contact other entities who handled your package through their network.

Is It the DNA that triggered the Investigation?

Yes it was dna that triggered the investigation, first investigation through ups. Might be the first investigation ever actually.
