If anyone wants to send over a google spreadsheet of US stores with there refund limits and estimated times, that would be appreciated.

Every SE Is taken on a case-by-case basis, hence limits & times do not apply from one SE to the next.

The COUNTIF function in Google Sheets is used to count the number of times a value is found in a selected data range that meets the specified criteria. It is basically a combination of the IF function and COUNT function.
